The current Central Govt. has set a target to be a developed nation by 2047, i.e, by the next 25 years. So I think they are planning to invest more in infrastructure in the early phase of this 25 years ( maybe till 2030) and then start to invest much more in Science and Technology, Space Industry, R&D after the nation start reaping from the infra they built. ❤️🇮🇳

I would like to suggest 3 things:

1. The 5% of GDP worth spending on Infrastructure needs to be done as a combined contribution from Centre & States. While Centre should maintain a 3.5% of GDP spending on Infrastructure, States should legally mandate a 1.5% of SGDP (State GDP) spending on Infrastructure in theri budget. 1.5% is not much but it will be of great help to overall development of the country.

This needs to be done under the National Infrastructure Pipeline which should have its own fund and both Centre & States can coordinate via PM-Gati Shakti on implementation of projects.

2. I feel we need 3 kinds of institutions in each state-

A. State Niti-Aayog on the lines of Niti-Aayog at National level which would be responsible for suggesting policies to be implemented by State Government for Socio-economic development. State Niti-Aayog would be headed by CM and would have a functional CEO from Non-Political background under whom there would be a team of professionals that would draft policies for the state.

B. City Development Authority (DDA, MMRDA type etc.). These authorities would be responsible for Town Planning & creating Masterplan for Cities. Also they would oversee Slum Development programmes in Cities. Each City would have it's own City Development Authority headed by a CEO nominated by the Mayor. They would submit Masterplan to both Municipal Corporation & State Government who would oversee implementation.

C. Unified Metropolitan Transport Authority- This authority would be responsible for creation of Public Transport Infrastructure in Cities and oversee seamless integration between different modes of Public Transport plying in that particular city. The heads of Transport Authorities like Metro, Bus etc. would form the board of these authorities while Authority would be headed by a CEO, nominated by Mayor of the city.

All 3 Authorities would closely work with each other to create masterplans to take the state forward.

3. There's an emerging need to segregate and clearly define duties of each Tier Government to avoid overlapping of responsibilities.

For eg. Municipal Corporations (Local level) should handle responsibilities like Waste Management, Sewage, Creation & Maintenance of Primary Healthcare Centers (Mohalla Clinics, Anna Clinics etc.), Jan Rasois, upkeep of Public Spaces (Parks & even Public Toilets), Footpaths, Cleanliness & Beautification of City etc. Implementation of Smart City Mission should also be responsibility of Municipal Corporations.

City Government can collect Tax accordingly and both State & Center would contribute some share out of their total tax collection (presented in budget) to Municipal Corporations- The share of contribution needs to be fixed legally. I feel 5% each should be fixed. A common accounting method needs to also be adopted by all Municipal Corporations in the country to establish accountability of funds.

On the other hand, State Government/Central Government (in Non-CM UTs) should look after constructing & maintenence of Roads/State Highways, District Hospitals, Anganwadi Centers in Villages, District Schools & Colleges, Sports Infrastructure, Supply of Gas, Water & Electricity to households, Law & Order, Redevelopment of old Infrastructure & markets, Attracting Industries by creating favorable policies & infrastructure etc.

Central Government would oversee all that it's doing currently. Sports needs to be added to Concurrent List though.

4. Need to introduce a CM Gati-Shakti type Mission in each State for improving coordination between State & Municipal Corporation departments. While PM Gati Shakti plays a major role in improving coordination between Central & State Government departments, there's a need to improve coordination between State & Local Government agencies as well. Each state should thus implement a CM-Gati Shakti platform.

Once we have infra matching like that of China and US, we won't be needing any PLI Scheme also, we need to make sure that by 2026-27. Our logistics cost must be near or below 10 % of product cost.
