Pennywise had a very big weakness which is that if someone doesn't fear him, he can't really do much harm to that person. He's as scarier as someone thinks of him and people exaggerate that's why he's scarier for people. But Joker has no human fears. He has no fear to lose money, die or anything. He just stood infront of Batman's bike just to let him hit him but Batman didn't, Joker was not at all fearful of that and stood like that's not a big matter to him. He got hit by Batman so many times but nothing bothered him. If Pennywise is limited to one's imagination then Joker has am excellent presence of mind and is smart enough to defeat Pennywise.

His fears are

•Losing control of the joke
•Losing batman
•The IRS

Btw, the first one means instead of laughing at others, he fears people laughing at him.

Which I suspect penny-wise would certainly use to his advantage.
