The surfer actually tried dodging if you look close enough. Dude was in the barrel eyeing the exit with 200 people in front of him. In waves like these you expect people to know what to do not to get run over or ruin a wave. The bodyboarder looked clueless, all he had to do is speed up and none of that would've happened. Surfer in wave has the priority, the ones in way back to the point crossing the "line of fire" must paddle to the inside. Nothing more nothing less.

I don't think there was contact. If you've ever surfed in kelp, even hitting a thin patch will lead to a significant change in speed, which didn't seem to happen here.
