So can I say in Perl dynamic scoping has a higher priority than static scoping? In the example of the video, when 'local' keyword is used, dynamic scoping is triggered instead of static scoping. Only when the 'my' key word is used, does dynamic scoping fail to apply and static scoping is taking its place.
