Powder products - spray with isopropyl alcohol and let dry, voila. Eyeliner - sharpen that sucker down a few layers - fine. Lipstick - dip in alcohol, done. Mascara - always get a new one, can't be sanitized. Unless something looks weird, smells different (not even bad) than it used to, you should be fine with sanitizing them.

A lot of these “expiry dates” are stated by makeup companies themselves, which is pretty problematic as they’re the ones selling it. They want you to buy more of it as soon as possible. Obviously be logical though, if it’s year olds, smells, is separating or you’ve had an eye or skin condition throw it out.
