It isnt a seizure. She is unable to stop the shrug she initiated. This is dyskinesia, characteristic of Parkinsons Disease.

Trump had just insulted her saying she was out of control and had a bad temperament.  This coming from a narcissistic megalomaniac.  That smile and "shoulder shake" was all she could do to keep from blatantly laughing at that statement coming from DONALD TRUMP, of all people.

When she lifted her shoulders to say "Whoo" it looks like she went into an involuntary shimmy and head bobble. Luckily for her it didn't last long enough to be extremely obvious. If it were actually intentional she looked quite silly.

My theory is that her mind was thinking "shake it off" and her body unconsciously actually did a shake. Notice her eyes are closed when she does it.
