when i first saw a video about this my theory was it was someone in prosthetics but it has GOT to be a prop, the noise filter also can hide any imperfections with the prop. theres a community of people who try to locate lost halloween props, maybe they could help and either disprove it being a prop or find what it is. of course no matter the origin of the photo/video its probably very innocent but its still interesting!
