Tights go Under the leotard! Tights usually have a gusset area - like panties. You don’t want to see that outside of your leotard!
If you want something over your leotard wear some leggings, yoga pants, or jogging pants. Or get some long leg warmers. I’ve been dancing since the ‘80’s ! I was taking Ballet during the flash dance phase!! Ive seen many different crazy trends.

Wearing tights over the leotard is the male way of dressing in Ballet.

My musical theatre company makes us wear base costumes for dress rehearsal, tech rehearsal (RIP) and performances. Its skin tone leotard and tights with black shorts for us ladies 😶
