I've been dealing with this issue a lot and tried everything, including deinstalling-installing drivers again, even using DDU (Display Driver Uninstaller) and nothing was working no matther how many times I tried. Thanks to this guy and a lot of other videos I've watched before actually getting here, I managed to fix the issue and if you have the same one, your GPU was probably used for mining and this will fix it 100%.

1 Option - You can download latest atikmdag patcher as in the video shown.
2 Option - You can try to flash back your VBIOS - Basically if some settings were changed in your video for better mining from the first user or something else, this will help your GPU to get back into manufacturer settings which means basically like a new fresh GPU which is the better option but don't do it straight away and watch videos about it before attempting it, also make sure you know for sure that the GPU was used for mining. You're a life saver bro. Respect.
