Manlius Police Chief forced resignation defies joint department's founding agreement

A three month investigation by the I-Team has revealed Manlius Police Chief Michael Crowell did not volunteer to resign until the Town Board hired an outside attorney who specializes in forcing people out of official positions. And, the Manlius Town Board defied the legal founding agreement of the department in claiming the sole power to remove the Chief instead of engaging the Police Committee which by agreement has the power to “employ and discharge the Chief of the police department”.

The Town Board held a special meeting on March 16, 2023 and voted to use taxpayer money to pay the outgoing chief $135,000, a full year’s salary, in exchange for his consent to resign. One member of the Police Committee said both the change in department leadership and the payment of taxpayer funds were improperly conducted. “In my eyes, Chief Crowell is still the chief of police in the town since the police committee has never voted on this,” said Minoa Village Trustee Bobby Schepp. “We didn't vote on the compensation that he received. So, in my eyes, this is a null and void agreement they've made with Chief Crowell.”
