Its called a "HOTEL BAIT and SWITCH"

Someone namely a couple will either have a cheap room or NO ROOM at all.
Have someone else come in a cause some kind of commotion and to avoid bad press or so they dont get a bad review from the "POTENTIAL GUEST", the manager will either give them an upgrade or a CLASS-A room free.

I used to work in hospitality and have seen this happen so much, that my manager used to have a room that we called the "thats what you think room!" It was a nice room but it wasn't one of the money maker rooms. It was basically one of cheapy rooms with a LITTLE EXTRA spiff to it and whenever someone would come in and try to play that game my manager would say "If you just need a room for the night... Just ASK, we might be able to accommodate you without all the bull!!!!"

I miss her so much because she could call bull from 2 states away!!!! LoL

Without knowing what the whole story is of this episode I’d think based on what I just saw and how the two reacted after the fact that it was a scam they run to get a free room. Saying this because that would be exactly what writers write.
