Illinois man charged in fatal shooting of four people on Chicago train

An Illinois man was charged with murder of four people on a Chicago-area commuter train. Three victims died immediately and the fourth at a hospital, authorities said.

Why is it murder if a regular civilian like me is killed and assignation only if it's Congress.

For example. A guy comes in the house and kills me murdered me. But if this was a person in public office it's an assignation.
