Rebel Inc: Official Scenarios - Shadow War (Mega Brutal)

The Shadow War scenario takes the Golden Sands map and basically makes all enemies invisible and the insurgency activates sleeper cells every time you stabilize a zone. This is nearly impossible to contain, so you need to change up your build order to include a minimum of two levels of policing to deal with those sleeper cells, which allows you to then focus your efforts on the insurgent camps. If you follow this build order, the scenario becomes... strangely easy, because the insurgents don't seem to place as many camps or coordinate as well.

When you see a situation where a there is still a lot of demand for an item (water) but you have quite bit of research of it, it means there is a bottleneck in the building the project. Upgrade your outreaches to be able to build more and faster at the same time

One small tip here is that the Billionaire governor can easily wipe out sleeper cells but you do have to be wary about your corruption. Since insurgents spawn a lot your corruption just goes through the roof

When you see that much demand for an already purchased support item you should probably check to see if they're being rolled out or not before purchasing more.
