i did a recovery and it worked fine then it shut down and then went slow and says that i cant open google

Several good ideas here. But if the problem is specific to PMSDView app, you can try alternative viewers. I googled and found Sante Dicom Viewer which worked for me. There were other viewers available but I suggest you stick to corporate site downloads to avoid malware.
