Phosphorus is not horrendous for the environment. It is a part of the environment.

The problem is that cities, farms, and industries are used to discharging their concentrated waste out into the environment without breaking it down.

This has more to do with regulations than with knowledge of how to deal with this problem.

There are both biological and chemical ways of extracting phosphorus and nitrogen from waste for a reasonable cost without harming the environment, and this has been known for many years.

However, governments in their infinite wisdom have ignored this for generations.
