Pretty sure why you were sometimes able to take fall damage is this:
The mod was written such that your propeller hat only activates when there is three or more blocks of air below, but some blocks (such as snow layers) technically count as a block but have no hitbox. So the game treats it as there only being two blocks of air below you yet you can fall three blocks, and then take damage.

A way you could use this is to make a tower of signs, which the mod should treat as blocks, and then fall down them. Your propeller hat won't activate, but you will still take fall damage

TL;DR blocks without a hitbox are still counted (signs, snow layers etc), so a tower of signs wouldnt active the hat but you cant land on them so you would die.
