RIGHT, i have a bit of explaining to do it seems.

Turns out the information i had about this was just kind of wrong, i had spoken to modders about this information and i either must have interpretted it wrong, or it was the wrong information i should've fact checked.

My bad on this one, the next couple will be history so hopefully i get that right; will do better in the future.

P.S. Thank you to people's insight in the comments correcting me on this, it does help massively and i now know rudamentry modding :^)

I have modded provinces in V3. It's not that much of a problem. You can add new colors and it will work fine as long as it's a color not already used by the game. You pippet a color, adjust it slightly, check if the result is already in the province list by a quick search, and you're good to use it.
Tedious? Yes.
Broken? Nah.

I wish you could split states intentionally for specific personal borders. That would make this game amazing.

No offense, I love your content, but this is just entirely wrong.
I should know, I'm probably one of the people with the most modding experience in Victoria 3.
Victoria 3's province system is revolutionary for moddability, province IDs add loads of extra work on the modder in order to manually line up the province map with your own IDs. And that's also assuming PDX doesn't use your color on the province map, then you'd have to redo it anyways like in an ID system. It also allows you to extract province selections using a photo editor such as gimp (developed by me), which makes modding states insanely easy.

We also do know how the hexes are generated, they are randomly generated..
The chance of a new pdx province overlapping with a mod's province color is INSANELY low, with there being 16.7 possible hex values.

This is one of the best changes paradox has made between Vic 2 -> Vic 3 modding, to say that it breaks modding is just... wrong.

Also... go look at the province maps of all pdx games, they all ALREADY use the same system, it's just that most use an ID that has to be manually assigned to said color as a middle man for it to be used, whereas Vic 3 entirely skips over that and just uses the hex color value directly.

Isn't it like that in CK3 too? I tried modding it and it seems to work that way too.

I'm still impressed at how well the Anbennar map looks given this province system

Paradox introduced this system in HoI4. CK3 also uses the same system.

Bro isn't this how all paradox games work?

Victoria 3 breaks something???? OH my how I would never have yeah nah, this absolutely terrible game breaking things that are standard in PDX games is par for the course by now. What an absolute abortion of a game.

There are two layers of provinces in Victoria 3, though. The micro-provinces like these ones and the big provinces you actually interact with and the large provinces have never been easier to mod.

By the way the micro-provinces are made in such a way that I still have yet to find a historical or natural border that cannot be recreated by swapping them between larger provinces.

It’s the same in eu4 lol. There’s ids too, but the map is done with colors

This is not unique to Victoria. Hoi4 provinces do the same thing. Did not stop modders

I just hate how they imported the system from HoI 4 where everything is centered around states; so for example if you have an independent Ohio, it's capital will always be Columbus, you can never make it Cleveland or something. Same thing if you move the capital to Ohio for whatever reason, it'll always be Columbus.

That province map (one with numbers) looks familiar, is it used for like all paradox games or have i just seen it elsewhere

It's just a longwinded paradox conspiracy to stop modders from making better content than the base game

I call it
*"FDX Hex Core Conspiracy"*

Victoria 3 was a mistake of a game at this point

Hoi4 modding works that way to with provinces, you have to give your new provinces an ID assigning it with rgb code on the map

This is how it works in HOI4 (kinda) too, it’s really not that bad

Why exactly would you add provinces to a game that has about 20 000 provinces.

As one pf the people who are trying to do total conversion i can say first hand that this is moding hell it's worse then the ck3 version
