They simply take the money as profit instead of maintaining the lines. We had that here in West Palm Beach for years. If your neighbor let a tree get all wrapped up in the lines, the person at FPL would say "we don't do that, take care of it yourself". After the hurricanes clearly caused way more damage because they didn't maintain the lines, they resumed their duty, and also tried to bring the system up to Cat 5 level.
