Paul Ryan has no brain, he has no idea what the numbers in his own budget plan mean.
Ryan is terrible at unscripted interview. Before the election is over, people will see a lot of of this.

Bad analogy. Both types of records are protected, and a candidate may or may not choose to release them to the public. But one is relevant to presidential performance, the other is your high school record.
