1. Donate some of the coins to the needy. 2. Enable devotees to exchange notes to coins from the temple, since these coins are in a way "blessed" coins.

From what I see it's the banks problem & they should find a way or the trustees of the temple should find a way to solve this problem. Donation of coins in temple had been an age old tradition which will not stop

I am not sure about other states.. but in Bangalore, while traveling in buses the conductors are short of coins. Especially when people get done at one or two bus stop difference. If a distribution system between banks and transport can be established, it can help the public.

In Manipur, you'll hardly find coins in any denomination. Even if you have ₹10 and ₹20 coins, you cannot pay for the goods you bought.
