Fcking finally. I wasted two days of my time.

Things I tried that didn't work

1.Using Unity Hub 2.0 / 2.0.4 / 2.4.5
2.Disable antivirus (defender)
3.Allow Unity / Unity Hub in firewall setting
4.Activate manually
5.Activate manually but edit <Binding Key="4" value to empty
6.Restart PC
7.Delete Unity_lic.ulf in C:/Program data
8.Give full control permission to C:/Program data
9.Disable / Enable ethernet adapter
10.Disable / Enable wifi
11.Open Unity Hub as administrator
12.Return / Readd license
