And yes, this is my personal opinion, so if you disagree, you can write your opinion in the comments. Due to the fact that there are too many characters, I can be wrong somewhere. Shisui in 14 yr old was so powerful that became a jonin at 11 yr old, Just imagine him of he grown up like sasuke or any other uchiha like itachi(I wish they had that madara chakara reserve, like then sasuke wouldn't get clapped by running and chakra exhausted)

if this is strictly based off shippuden power levels, then i can’t really argue i guess. once most of these characters get older (in boruto) then this list would change A LOt

Tsunade is highly underrated. Because pain destroyed village when tsunade was hokage. But remember she shared her chakura with entire village . It was just pain was way strong because of his secret and surprise attack

Because of 106 of tsunade she got more chakra reserved in her 106 than sasuke whole chakra
