Canon winners (in my opintion)

TDI: Owen (there were multiple clips referencing his win thereafter)
TDA: Duncan (I felt like Beth got lucky that she went so far in that season)
TDWT: Heather (Alejandro's ending seemed like it was put together st the last minute. Also, the ROTI clip where Heather takes the million because she was robbed from getting it in WT further proves she is the Canon winner)
TDROTI: Cameron (Taking down the villain using a handmade Iron Man suit shows the power that having intelligence has over pure strength)
TDAS: Mike (him defeating Mal and then going on to win sounds like a proper protagonist story)
TDPI: Shawn (his time on there was similar to a romance story, ending with him and Jasmine living happily ever after with $1 million)
TDRR: Police Cadets (they've both developed immensely as characters and have supported each other as a team throughout the season and have adjusted to work better together, with Sanders becoming more vindictive and MacArthur becoming softer)

i personally see the canon winner as whichever is the winner in Canada, the country where the show was originally created, but yes, there are still two winners.

A) Without Owen the series wouldn’t have continued as there is no footage of Gwen accepting to play for a million dollars and it seems unlikely since she wanted to use the money for her further education.
B) It is referenced multiple times throughout series + RR
C) Cheese Cellar plot, connects to Owens ending and would make no sense if it was Gwens ending since Owen would be spending imaginary money.

With obvious reasons Owen is therefore the Canon winner of TDI
