It’s cloud that comes from SCUD missile obviously

Tornadoes can "detatch" from the cloud base, or at least the appearance (not the actual tornado). You don't need a fully condensed cloud for a tornado. Biggest thing is look for rapid movement to tell difference between scud and tornado/funnel cloud.
