For those not in the U.S., I can translate our military-speak. If we're saying that military upgrades will be ready in December, that means they were ready 5 years ago. Russia knows this and will not take the bait. Our U.S. president knows lots of things, but there's lots that the president doesn't know for his and everyone else's safety. Here's hoping no one ever uses any nuclear weapon at any time for any reason.
