Why not initiate a "EUROPEAN PENAL CODE", or at least let's start bringing up an "European NARCOTICS penal code". Not all european countries have the same, functional, laws regarding drug possession, trafficking, growing, baking etc. as well as proceedings against those criminal acts. Many police officers are bound and unable to proceed due to their national laws they obey to. For example, an italian police officer who's rank is below vice brigadier (non commissioned officer, NCO) isn't allowed by law to search a person for drugs. Well, three-quarters of them (+ 50.000) work on the filed and are unable to search, seize and arrest a drug dealer, trafficker etc. Ain't that strange? They can search for firearms, knifes etc but not for drugs 🤔. They are super qualified, work and risk their lives on the streets for years and years combatting crime but they aren't allowed to carry out a simple narcotic search?
