President Biden floats key concessions to get a deal on infrastructure plan

Corporations were paying 35% tax before 2018 and when it was reduced to 21%, republicans said those savings would be passed on to the consumer and jobs would be created, which ofcourse didn't happen. Now they're saying, consumers will suffer and jobs will be lost, if the corporate tax is increased . Does anyone else see the contradiction ?

Tax on gasoline pays for roads and highways aka " infrastructure". Property taxes pays for schools.
Why do we need a deal to make infrastructure happen?
