City, feds agree to monitor for APD reforms

City and federal officials have chosen James D. Ginger, a professor and former police officer who now runs a Texas-based management consulting firm, to oversee a broad set of U.S. Justice Department-mandated reforms for the troubled Albuquerque Police Department.
