I believe it works that the game checks if your guy has enough skill and if he does, then you get success. If he does not, then you have a chance based on luck. But if he lacks more than a few points of skill then you get 0% chance to succeed.

55:22 It's said in this report why you generated a loss with the casinos. I bet it's some sort of RNG, but they stated that if there are too many casinos in a region then the income is affected. Also, even the game did something odd (bug?) when you bought the second casino in a single round, which probably tells us that it's not the math behind the game didn't like that.
