Baltimore City optimistic all ARPA funds will be obligated as 2024 deadline looms

Baltimore City has been racing to obligate millions of dollars of American Rescue Plan Act funds as the 2024 deadline looms.

The city's chief recovery officer gave an update on those funds at a quarterly budget hearing Thursday, striking an optimistic tone.
