I'm sorry but if anything Obito should be dead last. he said himself that he did not have enough chakra to control both Rinnegan, where Nagato did. And another thing I don't think Madara and hashirama have more chakra than naruto, nagato, and kisame. They just have better control. And u cant count edo as part of there chakra levels due to it being unnaturally unlimited. But im not saying by any way that naruto and the other need to be number one im just saying the list needs to be readjusted

I think Tobirama Senju should have been on the list right behind Hashirama, his reserve chakra was enough to teleport 2  Tailed Beast Mode users at the same time and could create vast quantities of water without a water source.
