How to Make Alt Accounts for Steam

Step1: Login into main account go to settings/family/authorize family sharing.
Step2: Create New Steam Account and log in
Step3: Log out of alt account and relog into main account(DO NOT TRY LAUNCH GAME ON ALT YET)
Step4: On main account go back to family settings and checkbox the new account to share games too.

Its not working.I have csgo in my main and i did what u said but when i go to my smurf its says csgo is in my games and not my in my mains game and it says i have to purchase
