This is known as Geoengineering.
A double-edged sword. Silver is a good material to use, aluminum is not.
Bringing more snow/rain down onto the mountains, can be good, but also it's taking away from the Eastern Colorado plains and Western Nebraska, that desperately need the water as well.

Would efficacy increase if the silver iodide could be introduced at a higher altitude by a kite/balloon + winch?

What are the environmental impacts of burning that much propane in generators for several hours each night?

So we have YOU to thank for the crap in the air? Heres the bill for a muddy yard, rainy days I couldn't work out in the field, damage to the gutters, leaky basement. Every time you turn that machine on. I want 10k large in my pocket. Thanks you SOB.

Would it work to put these machines in the Arctic and Antarctica to stop ice caps from melting?

"The goal is to increase snowpack in the Upper Colorado River Basin" -which can then be sold to Las Vegas and Los Angeles for sh*t tons of money when it melts?
