Charlie didn't go to heaven because the good things he did where not ethical/with love, only for the purpose to go to heaven. He wasn't even sad in this part: 0:40
He tried to convince the angel with "I go to church on sunday" but he only went to the church just to go to heaven not because he actually liked to go to church. The song is (I think) a critic to church because there is many people like Charlie. :0
