From UN International Bodies and Self Governing Trade Associations, the regulator that has the greatest impact for me and on the businesses as well is the National Government. The Local Government wouldn’t be governed adequately and do its job on the development of the Tourism industry without the National Government. One example would be the main purpose of the Department of Tourism that falls under the National Government. DOT is responsible and mandated to regulate, implement, plan in promoting the Tourism Industry in our country, both domestic and international. The National Government’s function is also timely, most especially on dealing with the current COVID-19 situation in the Philippines, in line with the reconstruction and rise from the negative impact of the pandemic on the said industry. This is the reason why I think the National Government has the greatest impact on them all.

For me, the greatest regulator that gives a great impact for tourism industry is the local government unit or LGU. They are the main distributor to gain tourists, visitors that could result to a better income & more job opportunities. LGU are in charge for handling their sites, creating policies, managing funds and maintaining the beauty & glimpse of their local sites. Since we are now under the new normal, I hope LGUs are ready to make life easier for people who wants to get a permit to start their business.

The regulator that has the greatest impact for me or for the businesses is the local government. The local government also plays a significant role to the tourism industry that is beneficial not only to its community, but also to its residents. It gives employment opportunities, enforces policies, and holds influence over

In my opinion, the supranational government will have the greatest impact to me and my business because this unit has the power to create rules or treaties for the whole region/country to benefit from or otherwise. As mentioned, Schengen treaty allowed only one visa per territory, through this it opened more possibilities of travel and tourism for other countries in that particular territory.

For me, the regulator which has the greatest impact when it comes to this matter is the Local Government Unit (LGUs) because they will serve as your first step in establishing your business. The tour operators and tourists have to follow the rules and policies that the LGUs provided. The Local Government is also responsible in promoting and marketing their place. As per small businesses related to tourism, they will be the one who will give permit, decide and approve whether the business will run or not.

To answer the question, perhaps the Local Government has the greatest impact on businesses specifically the small ones since they provide the regulations and controls as well as you can't start businesses without having permit from LGU. For short, local governments plays a vital role in the authorization of requirements in order for a business to be licensed and operate. They also influence the structure of a business because of the government regulations and policies and affect its development and structure. Stay safe po sir ❤️

In response to your question, the regulator that has the greatest impact to me if I would look into the perspective of a travel agent or a travel agency owner is the LGU or the Local Government Unit. Despite the fact that all the regulators that you've mentioned could create an impact to all tourism/ travel businesses specially the National Government when it comes to generating a strategy, LGU holds the power to implement rules and regulations that a small business under it must follow. What the travel agencies, or tour operator experienced during the pandemic is one good example for this. The Local Governments in our country decides to put us all under quarantine or lockdown and mandatorily shut down establishments including travel agencies. On the other hand, the Local Government also have the power to decide whether they will be allowed to operate again depending on the situation.

By having a sensible, evidence-based regulations that respect the fundamental role of free-market competition can provide vital public benefits such as protecting the environment, public health and safety, civil rights, consumers, and investors. But despite the best intentions, the government too often disrupts the marketplace. When they behave this way, they can cause unintended harms. Poorly designed regulations may cause more harm than good; stifle innovation, growth, and job creation; waste limited resources; undermine sustainable development; harm the people they are supposed to protect; and erode the public’s confidence in our government.
