In fact any improvement that you do to your house will increase the value of your house rising your property taxes. Assessors throughout California treat ADU's like a home addition. The existing home will not be reassessed. In other words we are talking of a $50 - $150 increase a year, therefore do not let this hold you back from building your ADU, it is totally worth it, specially if you are planning to rent it out for a while.
