With 40 years of communications design experience, you don't always what every LE person the same channel/"frequency". Snipers need only to talk to each other, and be monitored by the SS command post. The command post should filter all comm's and direct resources and broadcast or re-transmit information to those you need to know. It will be dynamic, and changes instantaneously. The command post, aka the dispatcher s/b able to "patch" channels together for a dynamic group channel. The Butler Cty SO and a SS member should have shoulder to shoulder w/ each other and coordinating the communications.

You don't want the snipers on the same channel/talk-group as others, possibly blocking or delaying their traffic.
