Vsync doesn't use up power. It's designed to restrict the framerate, so if you aren't able to hit 60fps and stay there you'll see huge drops as it forces it back to 30. This can ironically be the cause of a lot of stuttering.

If you still aren't sure, check your power draw and GPU usage while it's on and while it's off.
