I read SSTC so naturally I had to check your vids and see this one with the ramping. I wasn't really sure but I felt like I had this going on sort of accidentally with the tuning on a couple of my coils. I was sort of just trial and error tuning some of them and noticed this ramp effect but just attributed it to other things like feedback issues then I started thinking maybe it was due to the coupling to where the feedback would hop different frequencies intermittently which weren't too far apart from each other so if the primary was lower than the secondary it may jump into this 'ramp' during breakout. But then too much arc loading would knock it into that lower duty cycle output. This is different from what an actual ramped SSTC does but it looks to be acting sort of the same as yours here. In your case is it a PLL and it's just finding the lock in frequency?
