I remember my mom used starve to give any available food to her 8 kids at that time, and although parents hadn't been educated (only primary or some of), they desperate all their effort to pay for education in extreme poverty.
So most of kids could finished higher than high school.
I think education is most important to establish a country solid and healthy, learning morality, and how to harmony to sacrifice themselves for other and country besides skills.
