There's a hidden mechanic for the inside people that my group found. The inside people won't be able to leave if you still have an original shape that was not traded. IDK if its a bug or intended, but the leave inside room buff will not be granted if you didn't trade your original shape and use it to combine, even if it's the correct shape :( Also the Witness notices the inside people after 6 total trades
