Juanita was still young here so she wouldn’t be criminally or morally responsible, you can tell nobody taught her the importance of consent. The other layer to this was the focus on beauty, boys and her weight- something all the adults in the show focused on - even in the real world.

Edit: I know she did something later BUT she was acting rude at the first! If a child feels uncomfortable then YES it’s harassment and she was acting like it didn’t matter cause it was a boy. Certainly if it was her own daughter she wouldn’t be feeling that way
