I'm pretty sure the frozen bird is a glitch. I think it is caused by a bird being frozen and killed and the same time, triggering a race condition where the bird is replaced by a frozen bird, but it dies so it loses its AI and doesn't do anything anymore.

It definitely doesn't appear to be the expected behaviour as once frozen, they can be killed and they vanish, and otherwise, if they don't get killed they unfreeze.
