If you want the DOJ to be free of Executive interference, then remove it from the Executive Branch and place it under the Judiciary. Allow all federal prosecutors to be appointed by their respective District or Circuit Courts (let SCOTUS appoint AG, SG, etc.) subject to Senate approval, and make them all term-limited.
