Does Queensland Need a Foreign Policy?

The States and Territories are now frontline actors in responding to the global trade and economic challenges of the Covid-19 pandemic. And despite the early unity of the National Cabinet, State Premiers are increasingly acting on their own to rebuild economies and jobs. But when the Commonwealth government’s foreign policy is at odds with the interests of the States and Territories, who wins? At the same time, China has become more adroit at navigating the federal system to pursue its own interests. So, does Queensland need a foreign policy? If so, how would that work?
