Mysterious pulsing lights from above the clouds.

I recorded mysterious lights beaming down onto white clouds in the sky. when the sky was clear there was nothing there. so this was being done in the outer atmosphere or from space itself. any idea what it could be? its not a satellite. This apparently happens multiple times but you can only see the lights if its cloudy.
