Looks like the purpose of the two expressions in number one is for you to see that the first expression is 3 more than the quotient of 16 and 2. In number two you are looking at the same expressions but reversed in order showing the commutative property of addition. What grade level is the math? Are you simply to write the expressions or compare the sets of expressions?

interpret and explain the two expressions without evaluating
1. 3 + (16÷2) and 16÷2
2. (10 - 4¾) + 9 and 9 + (10 - 4¾)
