Keep in mind on Lolth sworn drow culture being a wizard is expressly for males as the real power is to be had by the clergy, whom are all female. Males are seen as inferior and having to resort to getting your magic from a source that is not Lolth is scornful. So by Minthara's societal standards Gale is a pathetic disgrace just trying to emulate the true power a woman is born with. That being said she does seem fond of Gale...as much as a woman from her culture can be. While it is quite awful hearing her recital of what happens to third born male children in another light this can be seen as her saying she sees Gale as a younger brother...one she needs to toughen up.
