As a Greek from Athens. Yes. There's even a word sometimes used by people outside of Athens that basically means "capital boy" and "capital girl". Used mockingly as people from Athens rarely know how life is outside of it. The word btw is "προτευουσιάνος and προτευουσιάνα".
