I'll add that some college teams tweak number selection a bit. Some teams have a special honorary number they award to an exceptional player. Matt Rhule (Nebraska) has the team vote on the top eleven players they feel best exemplifies excellence on and off the field. Those players are given numbers 0-10. However, the offensive line number rule overrides any individual traditions such as these.
